Ward to give dogs resident cards

Itabashi Ward in Tokyo will start issuing residential cards for dogs on Monday in a bid to encourage more pet owners to officially register the animals, according to ward officials.

For registered dogs only, the cards will be issued free of charge at public health centers in the ward. The postcard-size residential card will bear the dog's name, picture, address, birth date and other information such as inoculation records, the officials said.

"Issuing residential cards for dogs is rare in Japan," said an official, adding that the move is aimed at encouraging dog owners to register their dogs and have them inoculation for rabies.

Lemme see...does it mean that police can arrest the dog and the owner for shitting right in front of other people's door and not taking the poop home with them? Does it also mean that the K-9 residents of Itabashi ward will pay taxes like yours truly?


Can dogs get Credit Cards?

Can the K-9 get a drivers license and cast a vote? Marry, divorce, go to school, get a welfare and a pension too?


Will the Itabashi cops who are usually to busy harassing brats riding bikes (on warm sunny days only), have a hard time guarding themselves from the K-9 formed gangs like the Yamaguchi gumi or Sumiyoshi Kai factions instead of the yakuza prowling streets, throwing fags on the pavement with impunity?


What sort of crap will our lord mayor and ward office fat cats come up with again? Resident cards for Gomi messing Crows perhaps? Idem for REAL fat trespassing cats ?


Gotta go and pop The Question as soon as possible.
